Call dedicated Teslemetry routes for energy device commands - #198
TeslemetryEnergySite inherited the Fleet API grpc_command body for 12 energy device commands. Teslemetry rejects that body with 400. This was seen live on 2026-09-20 for get_signed_commands_public_key. (#199 already gave get_backup_events and get_teg_config their Teslemetry routes.)
This PR follows the captain's rule:
Without a signing key, TeslemetryEnergySite calls each command's dedicated Teslemetry route. It never sends the generic POST /api/1/energy_sites/{id}/command route.
With a signing key, a command that Sign every energy device command except the pre-pairing reads #201 signs goes through super(), so it is signed with that key and sent through Teslemetry's device_command route. The pre-pairing reads always use their Teslemetry route, as get_networking_status and list_authorized_clients already do.

All 12 routes are merged into api main. api PR 890 re-enabled the 4 routes that Teslemetry signs.
Fleet API: no change. EnergySite and its signing rule are as #201 left them.
Response shape: the Teslemetry routes return the gateway reply already unwrapped ({"response": {...}}), not Tesla's raw envelope. Before this PR these methods returned 400 on Teslemetry, so no caller depends on a Teslemetry response shape for them.
No new commands, no version bump. docs/teslemetry.md gets a route table.
Tests
New tests/test_teslemetry_energy_commands.py:
Without a key, each method calls its dedicated route with the exact method, path and body.
A guard test fails if a new EnergySite method that sends _command gets no Teslemetry override.
The Fleet API EnergySite without a key still sends the grpc_command body.
tests/test_energysite_signed_transport.py: Sign every energy device command except the pre-pairing reads #201's test already checks that each signed command goes to device_command with a valid signature on TeslemetryEnergySite. This PR adds the 3 pre-pairing reads to the test that keeps them on their route with a key.
Ran locally: these files plus the other Teslemetry and energy site test files (113 passed). pyright strict and ruff check pass.
Adds generic command dispatch for inherited energy-site device commands through the Teslemetry endpoint. Tests check the request body, identifier type, returned response, and Fleet API envelope behavior. Documentation describes the endpoint and its response.

Generic command dispatch and verification tesla_fleet_api/teslemetry/energysite.py, tests/test_teslemetry_energy_commands.py, docs/teslemetry.md
TeslemetryEnergySite posts command fields to the energy-site command endpoint, defaulting parameters to {} and the identifier type to GATEWAY_DIN. Tests cover 14 inherited methods, integer identifier values, returned responses, and the EnergySite Fleet API envelope. Documentation describes the request body and response.

Show a valid JSON request body.
{"category", "command_name", "params", "identifier_type"} is not a JSON object. A reader cannot send it as the documented request body. Per the captain's rule on #198: a TeslemetryEnergySite signs locally only
when it has an RSA key. Without one, set_island_mode, get_backup_events and
get_teg_config call the routes api #888 added (POST command/set_island_mode,
GET command/backup_events, GET command/config), which Teslemetry signs with
its own key. This replaces the hook that raised SignedCommandRequired.

Send Teslemetry energy device commands on the generic route body
Call dedicated Teslemetry routes for energy device commands

* Add client-signed energy device_command transport
EnergySite and TeslemetryEnergySite take an optional RSA private_key and
gateway din. With a key, commands that need a signature (set_island_mode,
go_off_grid, reconnect_grid, and get_backup_events/get_teg_config, which
return 400 unsigned) are RSA-signed and sent through device_command; every
other command stays on the unsigned path. Without a key nothing changes.
TeslemetryEnergySite.set_island_mode calls super() when keyed, and goes to
a _server_signed_command hook otherwise; the hook raises
SignedCommandRequired until Teslemetry signs on its server.
* Use Teslemetry's server-signed routes when no client key is given
Per the captain's rule on #198: a TeslemetryEnergySite signs locally only
when it has an RSA key. Without one, set_island_mode, get_backup_events and
get_teg_config call the routes api #888 added (POST command/set_island_mode,
GET command/backup_events, GET command/config), which Teslemetry signs with
its own key. This replaces the hook that raised SignedCommandRequired.
TeslemetryEnergySite inherited the Fleet API grpc_command body for 12 energy
device commands, which Teslemetry rejects with 400. Without a signing key,
each now calls its dedicated Teslemetry route and never the generic command
route.
With a signing key, the commands that #201 signs go through super() and
Teslemetry's device_command route. The pre-pairing reads get_system_info,
raw_networking_status and get_signed_commands_public_key always use their
route.
