The pydevices sync only knew packages under lib/, so midiports and the usb-* packages, which sit at the root of pydevices with a manifest.py each, could not be put in the index by name (PyDevices/pydevices#226).

A mip-split.toml section that is only top-level = true now publishes that directory to micropython/pydevices/<name>, beside bledev. The directory's own manifest.py stays the source for what the package is and requires; the sync sets its version to the release's and leaves out package.json and README.md. It refuses a section with other keys, a name that is not a directory with a manifest, a name that is also in lib/, and a package that require()s a sibling directory the file does not list.

A source repository without such sections syncs exactly as before. I ran the new script on pydevices' branch into a copy of the mip repository and built the index with tools/build.py: all twelve packages came out at the release version, and mip.install("usb-host-msc") resolves usb-core into its file list.

Needs a new publishing tag (publishing-v14) before mip can use it.

…ex under its own name (pydevices#226)

midiports and the usb-* packages are directories at pydevices' root, each
with a manifest.py, not modules under lib/. A mip-split.toml section of
top-level = true publishes one beside bledev, with the manifest's version
set to the release's. Refuses a listed package whose require()d sibling
directory is not listed.
