Moves the two publication workflows from publishing-v12 to publishing-v14, whose synchronize_mip_package.py publishes a source repository's top-level = true packages (PyDevices/pydevices#226, PyDevices/.github#69).

Do not merge before publishing-v14 exists: the workflows would fail at start. It has to be merged before the lockfile's pydevices ref moves to 0.7.6, because that tag's mip-split.toml lists them. A publication of any other package re-syncs every locked source, and publishing-v14 syncs a repository without such sections exactly as publishing-v12 does.

…level packages (pydevices#226)

publishing-v14's synchronize_mip_package.py reads `top-level = true` sections in a source repository's mip-split.toml. The index builds from the pydevices tag the lockfile names, so this has to be the sync in use before the lockfile moves to a tag that has such sections.
