Store acquisition-window configuration in relational columns, extend shared configuration conformance, and update the distributed sample migration after the tags migration.

Targets
mainafter #219. Add definition pause/resume, shared concurrency limits, and sliding/fixed acquisition windows across providers. Paused definitions retain work and allow submissions and recurring materialization; resume preserves acquisition history and configuration.Storage reads acquisition limits from persisted definitions. Scheduler controls forward the job name directly, and acquisition requests carry worker identity, leases, capacities, and optional fair-queue policy. Remove the scheduler's catalog lookup, the per-poll limits dictionary, and the startup acquisition-limits validation. Controls resolve case-insensitive names and reject missing definitions inside storage. Redis checks its definition snapshot before evaluating or claiming work; SQL providers lock counter rows when reserving capacity.
Keep definition configuration in relational columns and tags in a JSON array column. Duration columns, including continuation delays, use TimeSpan.ToString() and invariant parsing. Attribute duration settings use invariant TimeSpan strings, and JSON uses System.Text.Json's native TimeSpan format. Store timestamps in SQL Server datetimeoffset and PostgreSQL timestamp-with-time-zone columns; SQLite and Redis use readable UTC timestamps. Existing database upgrades remain the consumer's responsibility.
Use one private database-engine enum throughout EF Core model configuration for collation, JSON columns, and timestamp conversion. Compiler validation returns parsed AcquisitionWindow values; JobAcquisitionLimits follows Immediate.Validations with AdditionalValidations for paired windows.
Public API changes for custom storage providers:
Use native database comparisons for SQLite name lookups, submission resolution, acquisition selection, and definition-removal cancellation. Document SQLite's ASCII-only case-insensitive matching in both relational-provider READMEs and the storage guide.
Merge order: #215 → #221 → #223.
Tests
Shared conformance covers persisted limit changes, missing definitions, case aliases that preserve non-ASCII characters, and preservation of configuration, leases, and rate history. The enqueue/acquisition race is now a replica conformance case using the fixture's actual durable provider, with explicit barriers and no timing-based assertion.
