Windows first startup rebuilds the store through an unconditional file symlink, which fails for standard accounts without Developer Mode. Use a same-volume hardlink for the authoritative event log on Windows; retain POSIX symlinks and preserve the source log on cleanup.
Retain bounded service startup stderr and native spawn errors, display failures with an explicit Retry button, and bound navigation recovery. Failed starts no longer spawn/retry indefinitely.
Add Windows hosted CI using a freshly created standard account with Developer Mode disabled, a denied-symlink negative control, real filesystem regression tests, and a reusable/dispatchable exact packaged EXE cold-start + main-UI + failure-UI smoke. Linux/macOS focused regressions also run in CI. Package metadata is 0.14.1.
Hotfix source is branched directly from release commit 94532cf; no main-only changes are included. Native packaged qualification and publication are coordinated with the installer; this PR does not claim those pending steps have passed. No local builds. Refs #907 (close only after the release is published).
