Complete the isolated 0.14.1 hotfix version metadata and make the native Windows packaging workflow require the exact final ZIP to start as a newly created standard user with Developer Mode OFF.

Version changes come from installer commit 2daa84975e78d637b889efe6486d1ea09655d51c: seven producer/schema/workflow files, retaining the desktop package and lock version bump already merged. The Windows bootstrap now accepts a checksum-pinned local ZIP so packaging runs the same non-admin cold-start/main-UI/failure-UI gate before its artifact can pass.

Source remains 94532cf plus only #907 fixes, qualification and 0.14.1 metadata. No builds/tests run locally. Runtime hub and desktop changes are identical to #908; #909 corrects the CI user's inherited TEMP/profile environment. Real native CI rerun is in progress.

BackplaneWorks#911 (2409055) bumped VERSION in scripts/service-release.py from 0.14.0 to
0.14.1, which moved the file's hash, but left the --producer-sha256 literal at
0.14.0's value. Point it at the bytes main actually holds. No producer, runtime,
Bend, law or CLI change.
