    The approved 2026-10-16 local-review reset now follows #513 -> #514 -> #515 -> core nold-ai/specfact-cli#769 -> #516, with native direct blockers recorded on each story. Canonical design/scenarios are on #513. Capsule-only #460/#488/#495/#512 and PR #506/#509/#510 are superseded, not completed. #480 remains open pending #514, C15 #417 retains active ownership/status, and independent security #511 remains unchanged. Production implementation is future work.
