Fixes STF-1869.

The old script published a GitHub release before GoReleaser uploaded its assets. Immutable releases reject those uploads. The script now pushes an annotated version tag. After release approval, GoReleaser uploads the binaries and packages to a draft, then publishes it with the tag's notes.

Changes

  • Trigger the release job on v* tag pushes in the release environment.
  • Fetch annotated tags after checkout, validate the tag and its notes, and pass the notes to GoReleaser.
  • Remove changelog.disable, which caused GoReleaser to ignore the supplied notes.
  • Reject empty or whitespace-only notes before pushing.
  • Preserve Markdown headings and valid signatures in annotated tags with --cleanup=whitespace.
  • Use full tag refs for pushes and object lookup, and pin GoReleaser to the triggering tag.
  • Keep version-based release titles and update the developer release instructions.
  • Add the shared snapshot packaging check for PRs, pushes to main, and manual runs.

Validation

  • ShellCheck 0.11.0, shfmt 3.13.1, and zizmor 1.30.1 pass.
  • Temporary-repository tests cover empty notes, signed and unsigned tags, preserved headings, branch/tag name collisions, and pushing only the selected tag. Workflow extraction rejects lightweight tags and tags without notes.
  • GoReleaser smoke tests with builds disabled load supplied notes, reject a missing notes file, and retain the selected version when multiple tags point to one commit.
  • Snapshot packaging passes with GoReleaser 2.18.2 and Go 1.27.1. No releases were published.
  • The developer instructions passed Prettier in the original change.
  • goreleaser check reports the existing archives.builds and nfpms.builds deprecations. Snapshot packaging succeeds with those settings.

Repository settings

GitHub settings were checked: immutable releases are enforced by the organization, Actions are enabled, and the release environment permits v* tags. The same releaser team approves deployments and can create protected release tags. The workflow grants contents: write only to the release job and uses the built-in GITHUB_TOKEN. No settings changes or additional secrets are needed.

The next release will verify the complete publication flow. Companion PRs: mmdbverify #169, mmdbconvert #121, mm-geofeed-verifier #228, geoipupdate #561. ENG-5518 tracks geoipupdate's later CI migration.

Summary by CodeRabbit

  • Release Process
    • Releases begin when an annotated version tag with non-empty release notes is pushed; the notes are included in the published release.
    • The release workflow requires authorized approval before publication. Published releases include binaries and packages.
    • The release process pushes the branch and tag, and verifies the release after publication.
    • Other workflow runs check the release configuration using a snapshot without publishing.

📝 Walkthrough

Walkthrough

The release script validates release notes, then pushes an annotated tag containing them. The workflow checks non-tag runs with a GoReleaser snapshot and starts the release job for tag pushes. The release job validates the tag notes and passes them to GoReleaser.

Changes

Release flow

Layer / File(s) Summary
Push the release tag
dev-bin/release.sh, README.dev.md
The script rejects blank release notes and pushes an annotated tag containing the version and notes. The instructions describe the tag-triggered workflow, its approval step, and verification after publication.
Run the tag-triggered release
.github/workflows/release.yml, .goreleaser.yml
Non-tag runs execute a GoReleaser snapshot check with publishing skipped. Tag pushes start the release job, which validates the tag body and passes the notes and tag to GoReleaser. The release configuration uses the version as the release name and removes the disabled changelog configuration.

GitHub immutable releases are on for this repo. After a release is
published, no one can add assets to it. dev-bin/release.sh published the
release with `gh release create`. Then GoReleaser ran on
`release: published` and tried to upload assets to that release.
Immutable releases block this upload. mmdbconvert v0.2.0 had the same
failure.

Now release.sh pushes an annotated tag with the release notes in its
message. The tag push starts the Release workflow in the `release`
environment. GoReleaser reads the notes from the tag, creates a draft
release, uploads the assets, then publishes the release.

The workflow fetches the tags again after checkout. On a tag push,
actions/checkout replaces the annotated tag with a lightweight tag.

Set `permissions: {}` at the workflow level. Each job sets the
permissions that it needs.

Remove `release.target_commitish` from .goreleaser.yml. The tag already
points at the correct commit. Set `release.name_template` to keep the
"2.0.0"-style release titles that `gh release create` made.

Co-Authored-By: Claude Opus 5.5 <[email protected]>
Before, the Release workflow ran GoReleaser only at release time. A
broken .goreleaser.yml or build showed up only during a release.

Add a job that runs a GoReleaser snapshot build on PRs, on pushes to
main, and on manual runs. The job does not publish anything. mmdbconvert
has the same check.

changelog: disable: true (line 45, outside this diff) is still set. With it, GoReleaser ignores the --release-notes file that the workflow passes at .github/workflows/release.yml:83. Every GitHub release then gets an empty body. Immutable releases lock the release after it is published, so you cannot add the notes later.

I tested this with GoReleaser 2.17.1. With changelog.disable: true, the log shows "skipped generating changelog" and GoReleaser never reads the file. When I enabled the changelog, GoReleaser loaded the file. The GoReleaser docs also say this.

Suggestion: remove the changelog.disable setting.

Fixed in 4ab751e. Removed changelog.disable here and in the affected companion repos. With GoReleaser 2.18.2, a smoke test loaded the supplied notes file and failed when that file was missing. No release was published during testing.

With -m, --cleanup=verbatim does not add a newline at the end of the tag message. If a releaser signs tags (tag.gpgSign=true or tag.forceSignAnnotated), git puts the signature directly after the last line of the notes:

- Last note.-----BEGIN SSH SIGNATURE-----

Then git cannot find the signature, so git tag -v fails. Also, %(contents:body) in the workflow returns the whole signature block, so the signature goes into the release notes. I got this result locally with git 2.43 and an SSH signing key.

Suggestion: use --cleanup=whitespace. It keeps # lines and adds the newline at the end. Or add a newline at the end of the message.

Fixed in 4ab751e with --cleanup=whitespace, including the companion release scripts. Temporary-repository tests confirmed that Markdown headings survive, signed tags verify, and the extracted release notes exclude the signature.

The script does not make sure that $notes has content before it pushes the tag. The workflow rejects a tag without notes (.github/workflows/release.yml:67), but only after the tag is public. For example, if the CHANGELOG.md section for the version is empty, the script pushes the tag, and then the workflow fails with "has no release notes". The releaser must then delete the remote tag by hand and run the script again.

Suggestion: add the same non-whitespace check here, before any git push.

The script pushes the branch before it creates the tag, and it does not handle a tag that already exists. A failed run can leave partial state, and then the next run fails.

Example: the first run creates v2.0.1 locally, and then git push origin v2.0.1 fails because of a network error or a ruleset. On the second run, the branch push succeeds again, and then git tag -a fails with "tag already exists". The releaser must delete the local tag first.

Suggestion: create the tag before any push. Or push both in one command: git push --atomic origin HEAD "refs/tags/$tag".

The retry limitation is real. I kept the branch-then-tag sequence used by mmdbverify and mmdbconvert for this PR. Creating the tag earlier or using an atomic push would still leave a local tag after a failed push, so retry handling needs a separate decision about existing local and remote tags. This change does not make retries automatic.

GoReleaser selects the release tag itself (the highest version tag that points at HEAD). The notes come from $GITHUB_REF_NAME. These two tags can be different.

Example: the v2.0.1 run fails, and the releaser tags the same commit as v2.0.2. If someone re-runs the v2.0.1 run, or if both runs are in the queue, GoReleaser releases v2.0.2 with the v2.0.1 notes.

Suggestion: set GORELEASER_CURRENT_TAG: ${{ github.ref_name }} in the step env.

Fixed in 4ab751e. The GoReleaser step now sets GORELEASER_CURRENT_TAG to github.ref_name, with the same change in the companion workflows. A smoke test put two version tags on one commit and confirmed that selecting the lower tag retained that version and its supplied notes.

The script no longer uses gh, but dev-bin/release.sh:15-25 still requires gh auth status and gh repo view, and this line still makes gh a prerequisite. A releaser with working git push credentials but no gh login cannot release. Also, this line says the gh login must be able to push to the repo, but the push uses git credentials, not gh. The git ls-remote origin check in the script already verifies access.

Suggestion: remove the gh checks from the script and the gh prerequisite from this file.

Agreed that gh authentication does not prove Git push access. git ls-remote only proves read access, either. I retained the existing preflight checks to match mmdbverify and the other CLI release scripts. Removing the gh prerequisite and correcting the credential guidance would be a useful shared cleanup, but I have left it outside this release-flow fix.

This check does not test the release settings that this PR changes. --snapshot skips validate and publish, and the job does not pass --release-notes. So a broken release: section, or the ignored notes file (see the changelog.disable comment), passes CI. The problem shows only at release time, and the second commit says that this job is there to prevent that.

Suggestion: add a goreleaser check step, and find some way to test the release notes path.

Agreed that the snapshot job covers builds and packaging, not the complete publishing path. I kept the shared CI job and separately tested tag-note extraction and GoReleaser's --release-notes handling, including rejection of a missing file. The GoReleaser checks verified the disabled-changelog fix.

I also ran goreleaser check. It reports valid configuration but exits unsuccessfully because the existing archives.builds and nfpms.builds properties are deprecated. Adding that CI gate would need the config cleanup too. No real publishing was tested, and the local notes checks are not a new CI regression test.

Nit: --skip=publish has no effect, because --snapshot already implies --skip=announce,publish,validate. The flag can make a reader think that the snapshot would publish without it.

This job does a full cross-platform build and the deb and rpm packaging on every PR, and again on every push to main. The Go workflow already builds the same code. The run on main repeats the check that the PR already did on the same code, so it uses about 10 more builds and the nfpm packaging each time.

Suggestion: run this job only on PRs, or only when .goreleaser.yml or go.mod changes.

I kept the PR and main triggers used by the other CLI repos. STF-1869 explicitly asks for both. The snapshot job also exercises release archives and package contents, which the Go test workflow does not cover. Restricting it to .goreleaser.yml and go.mod would miss changes to source code and packaged files. Any reduction in these checks should be considered across the CLI repos.

This step gets the tag body by hand. GoReleaser already has {{ .TagBody }}, which it reads from the same %(contents:body). With --release-notes-tmpl and a template that contains {{ .TagBody }}, you do not need this extraction. The check that the tag is annotated and has notes is still useful, so you can keep it. This depends on the fix for changelog.disable.

I kept the existing file-based handoff used by mmdbverify and mmdbconvert. We still need to inspect the tag body to reject blank notes, and passing that same validated file to GoReleaser keeps the validation and release content together. A template would add another file without removing that validation, so I left this unchanged.

For a lot of these, we are just bringing this repo in line with our other repos. Doing them would cause the repo to diverge. I'll ask an agent to take a look though.
