Description
Add Ray-style bug, feature, and documentation issue forms and a pull request template for
ray-doris. Include connector, Ray, Doris, transport, and driver environment prompts, keep blank issues available, and use the same structure as the Ray ClickHouse templates.Related issues

How tested

Additional local-only static checks covered form fields, identifiers, labels, dropdown options, template headings, links, whitespace, and consistency with the Ray ClickHouse templates. Database and Ray integration tests were not run because this change only adds contribution templates.
Additional information
The templates use existing repository labels and do not change CI or release settings. GitHub's live template display can be checked after the files reach the default branch.
