Description
Promote 13 ONNX Bundle loader/runtime, protocol, flavor, capability, and diagnostic symbols to Stable. Define artifact-context lifetime and add a fixed ONNX fixture covering numerical predictions, signature rejection, and failure cleanup without dependency-based skips.

uv run --locked --no-sync python scripts/pr-precheck.pypassed on the unchanged source tree, including Python 3.12/3.13 and strict documentation checks.onnx-runtime-v1; other flavors, transports, and orchestration retain their current levels.
