In msys2/MSYS2-packages#6648, MSYS2 changed all Perl package names to lower-case ones. We need to adapt so that the CI checks such as git-artifacts and check-for-missing-dlls have a chance to pass.

The git-artifacts failure seems to have a different cause yet.

The git-artifacts failure seems to have a different cause yet.

Never mind. It was the same cause, but I had to re-run jobs that had succeeded because they had produced faulty build artifacts that caused later jobs to fail.

While working on resolving issues that would prevent this coming
Monday's release of Git for Windows v2.56.0 (which were addressed by
#748, but I had to
investigate a problem locally that eventually pointed to a _successful_
workflow job to be re-run), In need to replicate scenarios in CI runs
locally, which the `please.sh` script did not easily support.

Here are the changes to allow reusing an existing (even detached) output
directory, to specify exactly which `git-sdk-*` revision to build from,
and to work with bare clones of the `git-sdk-*` repository.
