Deploy <sha> instead of <sha>-distroless, point devservices at nightly instead of nightly-distroless, and stop publishing the -distroless tags.

Since #734 both tag pairs are the same distroless image (for #734's commit, <sha> and <sha>-distroless in GAR, and nightly/nightly-distroless in GHCR, resolve to the same digests), so nothing changes at runtime.

Doing both in one PR is safe: deploy.sh is inlined into the GoCD pipeline config rendered from main, so once this merges every deploy uses the plain tag, which is published for every commit. The -distroless tags already in the registries stay.

A GoCD rollback to a commit from before #734 would deploy that commit's Debian image (its plain tag), which still works. nightly-distroless stays in GHCR but stops updating.

Since #734 the plain tags and the -distroless tags point to the same
distroless image, so deploys and devservices can go back to the plain tags.
The -distroless tags can stop being published after this.

Nothing pulls them anymore: deploys and devservices use the plain tags.
