The JDK consistency check requires identical qualifier files; 3.54.0 changed their Javadoc and removed @target({}) from some qualifiers. Co-Authored-By: Claude Sonnet 5.5 <[email protected]>

Companion of eisop/checker-framework#2211 (typetools 3.54.0). Cherry-picks the typetools/jdk commits of the range (
Annotate lineSeparator() with @Regex,Must call disconnect() on HttpURLConnection, Claude settings, CodeRabbit configuration; the whitespace fix and one CodeRabbit commit as empty commits where this branch differs), and aligns 14 qualifier files with the Checker Framework for the JDK consistency check (3.54.0 changed their Javadoc and removed@Target({})from some qualifiers). Merge after the Checker Framework PRs, as the annotated JDK on master must match the framework's qualifier definitions.
