Don't make processing_units_count of num_cores and task_size_chunk_size noexcept - #7976
tests.regressions.modules.algorithms.static_chunker_2282 fails in the macOS CI (Debug) of every branch that includes 377889f, which enabled HPX_WITH_TASK_SIZE_DEFAULT_PARAMETERS there (all 25 most recent failed runs of that workflow, including release-2.0.X):
libc++abi: terminating due to uncaught exception of type hpx::detail::exception_with_info<hpx::exception>: Attempting to register a thread outside the HPX runtime and no default pool handler is installed. Did you mean to run this on an HPX thread?: HPX(invalid_status)
The test calls hpx::fill(hpx::execution::par, ...) before the runtime is started and expects an hpx::exception. With that option, default_parameters derives from task_size_chunk_size, whose processing_units_count is noexcept but calls the executor's processing_units_count, which throws invalid_status from get_self_or_default_pool when the runtime isn't running. The exception reaches the noexcept and the program terminates. num_cores::processing_units_count has the same problem.
This PR removes the noexcept from both. The test now also runs fill with par.with(num_cores(2)) and par.with(task_size_chunk_size()), so it covers both functions in all configurations, not only with HPX_WITH_TASK_SIZE_DEFAULT_PARAMETERS=ON.
Tested on Windows (MSVC 19.44, HPX_WITH_TASK_SIZE_DEFAULT_PARAMETERS=ON): with the headers from master the new test terminates (0xC0000409, std::terminate from a noexcept frame above get_self_or_default_pool), with this change static_chunker_2282 and executor_parameters pass.
…ze noexcept
Both call the executor's processing_units_count, which throws if the HPX runtime isn't running. An algorithm called before the runtime has started then ended in std::terminate instead of throwing. With HPX_WITH_TASK_SIZE_DEFAULT_PARAMETERS=ON, default_parameters derives from task_size_chunk_size, so this made static_chunker_2282 fail in the macOS CI. The test now also passes num_cores and task_size_chunk_size explicitly, so it covers both independent of that option.

Executor processing-unit queries can now report an error when the runtime is not running, rather than terminating if that error occurs.
Tests
Expanded regression coverage to check this behavior with multiple parallel execution configurations.
The executor processing-unit queries no longer declare noexcept, and their comments state that they can throw before runtime startup. The regression test checks hpx::fill with the parallel policy and two configured executor policies before runtime initialization.
TheHPXProject/hpx#7948: Adds task_size_chunk_size and its processing_units_count method, which this change updates and tests.

Full details: Docstring Coverage
Explanation
Docstring coverage is 50.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 4 functions across 3 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Return the test failures from main.
If a fill call returns without throwing, HPX_TEST records the failure, but main still returns zero. The test runner then reports success. Return hpx::util::report_errors() instead. (raw.githubusercontent.com)

Update main to return hpx::util::report_errors() instead of zero so recorded
HPX_TEST failures are reported to the test runner.
