Adds an open-issues section to
docs/prioritisation.md, outside the generated block. Same scales as the Phase 5 table; an audit boost column is shown separately. Each issue carries the same numbers in its own RICE section.scripts/rice_table.py --checkandtests/test_rice.pypass.Judgements, not measurements.
