Context and options only. The decision section is left for the maintainer, as CLAUDE.md requires. No code is written until it is.
The context lists six things the decision must settle: what is fused with what, the weight rule, which halves of the update it applies to, scenes and columns, which seeds are allowed, and the flag with its refusals.
