Add --policy-mode code so planners can execute Python cells that call registered robot tools through robo.<tool_name>(...). Variables persist between cells, with per-cell time and tool-call limits and cancellation that drains in-flight robot operations.

• Integrate code execution into CLI and Dashboard runs and propagate successful robo.finish(...) results through API, Claude Code, and Codex planners.
• Provide separate code-policy prompts for the supported robot integrations. Initial user messages serialize the existing task_desc directly, without augmenting it from prompt_vars or rendering the tools-mode user prompt.
• Disable task-memory access and recipe publication in code mode. Preserve ordinary tool-calling behavior by default.
• Record cell source, results, and robot calls under code_policy/; add CPU lifecycle coverage and paired English/Chinese usage documentation.
