Problem

The page reports directory needs state: which pages to show, in what order, and the metrics for each row.

Part 5 of 12 in the page reports stack, behind the web-analytics-page-reports-directory flag. Stacked on #123196.

Changes

No visible change. Nothing mounts pageDirectoryLogic yet.
Adds the flag.
The logic loads one page of 25 rows first, then fills each metric column with its own request. A slow column does not hold up the others.
Site totals load beside the rows. The AI crawls column is skipped when no server logs arrived.
A new search or sort goes back to the first page. A search that looks like a URL can open that page's report.
Tracks directory views, searches, sorts and page changes.

How did you test this code?

Type check only. The logic gets its coverage through the directory UI in the next PRs.
