The ruleset never runs the CLA workflow on a comment, so the action's default request, which offers a `recheck` comment, promised something nothing hears. The request now keeps the stock wording, says the check reads a signature when it next runs (a new push or a maintainer's re-run), and no longer offers `recheck`.
