Keep PR queue order within each repository while allowing ark and arknet to advance independently. Before admitting new source/native work or a candidate, older active candidates must have started every native job; cancelling older runs to make capacity is prohibited. Unadmitted work in another repository no longer blocks eligible PRs.
Preserves explicit user-approved priority exceptions, fresh source admission, complete protected candidate checks, squash-only acceptance and the single-observer rule. The policy is now consistent across the verification and scheduling sections.
