Root AGENTS.md changes were classified as unknown input and started native matrices. The scope policy now recognizes that exact root path as documentation and selects Nimbus validation for it. Documentation-only source PRs and merge-group candidates keep the final required gate; nested unknown paths, similarly named code, mixed source changes, unavailable ranges/sites and manual runs retain conservative native coverage. Root README link checks keep their existing scope.

Permanent regressions cover both events through real local Git enumeration and the classifier, failed/missing documentation results, actual workflow output bindings, neighboring paths and conservative fallbacks. English and Chinese CI testing and contribution guidance are synchronized.

Validation: 71 serial policy/workflow/admission tests passed; documentation checks passed 7 tests, Astro type checking, 137 static HTML pages and 273 internal references. Both changed EN/ZH articles and Markdown exports were inspected. Workflow and native sources are unchanged. This CI-policy change itself still requires all source native modules and the complete merge-group matrix in hosted CI; local native compilation and hosted acceptance were not performed.

The published head a79294ba779007c7d00836116d492d97c68b3dc6 normally merges the exact preceding #152 candidate 63b3d3f397ae3248b8c01f102385ae0ab3239006. Relative to the initially tested component, only the approved AGENTS scheduling policy changes; documentation, regression tests, workflow and native inputs are byte-identical. The 71 serial policy checks passed again at this combined head. Component Nimbus verification remains applicable to its unchanged source; protected candidate validation is pending.
