Describe the two-runtime compute replica this stack builds: the problem and its measured symptoms, the runtime layout and command flow, the arrangement sharing layers, the publication protocol, re-exports, the reconcile barrier, the resource model, rollout, evaluation, testing, alternatives, and the open questions. Link it from the rendezvous protocol model's README. Co-Authored-By: Claude Opus 5.5 <[email protected]>

14 of 14 in the interactive-runtime stack, and its map. Stacks on #38736. Tracked by CPU-215 and CPU-216.
Adds
doc/developer/design/20261107_interactive_runtime.md, the design document the other PRs of the stack point to, and links it from the rendezvous protocol model's README. The stack's PR bodies state what each PR adds. This document owns the why: the measured problem, the success criteria and the benchmarks that measure them, the runtime layout and command flow, the arrangement-sharing layers, the publication protocol, re-exports, the reconcile barrier and its argument, the resource model, rollout, evaluation, testing, the alternatives considered, and the open questions. The production rollout order is left as an open question.
Documentation only.
A reviewer should check that every claim matches the code at the top of the stack, and that the open questions are the right ones.
