Banners reuse storeUploadedFile and the existing image-job queue. New unencrypted chat pictures/videos and banners remain unreadable until a worker job succeeds; video reads also require a decoded poster. Queue failures are fatal rather than logged-and-ignored. Upload limits and banner permissions remain enforced. Legacy file reads, SVG sanitization and opaque encrypted attachments keep their current behavior.
Focused API verification: 47 tests pass, including pending/rejected reads, HEAD, ranges, thumbnails, configured upload limits, permissions and encrypted attachment preservation. Types, targeted lint and comment checks pass.
Requires image-worker #38 and client #770. This remains draft while desktop video-decoder support and the exact safety contract are unresolved. Worker approval does not mean virus-free; no antivirus scanner exists in this implementation.
