make_configs_fixed_budget.py writes rungs 1/2/4/8/14 on fold_tshirt + fold_no_tshirt with equal total hours per rung (B/k per operator), nested picks, a constant t-shirt share, one operator per same-home group, and seeded per-operator holdouts. categorize.py gains --strict-fold (non-folding caption actions from PR #710), default off; the ladder applies it by default. Ported from ideas in #710 (no IDs taken). Combined stack: ruff clean; 562 targeted unit tests pass on CPU; no GPU smoke run yet.
