# Development progress — 2026-11-02

As of **14:37 UTC / 15:37 Europe/Vienna, 2 November 2026**, compared with the [1 November report](2026-11-01-083312Z-unified-v3-progress.md). Scope: programme delivery, with current emphasis on stable dependencies, specification alignment, rendering and operational follow-through. This is a selective evidence refresh, not a new exhaustive board census.

Delivery is advancing, with an accepted provider/catalog outcome, four merged dependency updates and useful rendering source delivered. The main constraint is converting reviewed source into qualified releases and actual consumer use while sequencing expensive CI. Telemetry now supports a substantial response-level usage breakdown, but still cannot establish current cost per accepted Delivery or whether model routing saves tokens.

| Lane | Meaningful progress | Problem / next step |
|---|---|---|
| [Stable dependencies](https://github.com/FS-GG/.github/issues/5251) | The initial census covers all 27 organization repositories. Algorithms, FsQuint, Net and Audio source updates are accepted and merged. | Shared Core needs its repaired validation run and source integration. Remaining shared dependencies are prepared behind it; coherent publication, receiver qualification and the final fresh census remain owed. |
| [HighBar clients](https://github.com/FS-GG/.github/issues/5256) | Reviewed Python/.NET compatibility work includes real transport round trips and minimum-runtime qualification. [PR 17](https://github.com/FS-GG/HighBarV3/pull/17) has passed its hosted checks. | Conditional native jobs were skipped. Source merge still needs the first-install producer/adapter route; this is an internal capability gap under investigation, not an established request for external permission. |
| [SDD provider/catalog](https://github.com/FS-GG/FS.GG.SDD/issues/928) and [typed sync](https://github.com/FS-GG/FS.GG.SDD/issues/1164) | Provider/catalog acceptance now includes the final consumer qualification and the parent is closed. Typed sync has progressed through real reducer replay and substantive review repairs. | Typed sync is still under review, including retained-workspace adoption. Publication and actual fresh plus retained package journeys are required before the new workflow is usable. |
| [Game rendering](https://github.com/FS-GG/FS.GG.Game/issues/795) | Theme work is merged with browser evidence. The input-pipeline chain has a reviewed repair for an incorrectly constructed size-limit control. | [Pipeline acceptance](https://github.com/FS-GG/FS.GG.Game/issues/788) still includes kit, reference, release and benchmark obligations. The prepared release and downstream consumers wait on that chain. |
| [Board operations](https://github.com/FS-GG/.github/issues/5170) | A retention-ranking defect has a reviewed repair; dry-run preparation now identifies a non-empty archive candidate. | No archive execution is accepted here. Preserve the newest retained cards, qualify the guarded operation and complete the existing scheduling route before claiming a smaller board. |
| [LEARN routing](https://github.com/FS-GG/.github/issues/5248) | Classification source is merged, and two genuine dispatch classifications reached the receiver before their workers started. The [pod installation route](https://github.com/FS-GG/.github/pull/5177) is documented. | Neither new dispatch has receiver lineage yet. Routing evaluation remains unmeasured; pod installation remains separate work. Newly filed algorithm Deliveries are plans, not implementations. |
| [Release operations](https://github.com/FS-GG/.github/issues/5216) | Registry reconciliation is accepted with an actual green feed readback. | Future release owners must perform the merged post-publication registry/feed gate. The globally qualified telemetry tool and selected board caller remain separate installed boundaries. |
| Other programme commitments | Previously accepted milestones remain intact. | This report does not refresh every native-runtime, Unity, WASM or administration child. Their earlier partial acceptance must not become a claim of completion through omission. |

## Token efficiency

The measured comparison window is **1 November 08:33:12 UTC to this cutoff**, selected by response event time. A read-only query of the configured canonical store found **18,371 current response facts** in that window. All observed response events end before today’s dependency work began: these totals describe earlier captured activity, **not the current dependency rollout’s usage or cost**. They are deduplicated current fact identities, not summed cumulative transcript counters. Private identities and response content are excluded.

| Dimension | Observed usage | Coverage / interpretation |
|---|---|---|
| Earlier captured input | 5,555,519,971 tokens | Reported input includes cached input; it is not an additional billable-cost estimate. |
| Cached input | 5,435,354,008 tokens | Subset of input; do not add it again. |
| Cache-write input | 120,127,033 tokens | Separate reported diagnostic; not added to the total. |
| Output | 16,177,662 tokens | Input plus output gives 5,571,697,633 reported total tokens. |
| Observed Opus model | 9,491 responses; 3,351,787,516 total tokens | Provider model label; not evidence of implementation purpose or chosen dispatch role. |
| Observed Sonnet model | 8,880 responses; 2,219,910,117 total tokens | Same response accounting and window. |

The store contains 36,335 response facts overall, including older records outside this comparison. **Every response fact reports unknown attribution and partial population coverage.** Consequently these large aggregates cannot be allocated to Root, implementation, review, repair, or accepted Deliveries. The two model rows partition the same total; they are not extra usage. No currency conversion or savings percentage is justified.

Coverage and freshness have distinct limits. The latest response event is **08:28:57 UTC** and its latest capture clock is **08:58:48 UTC**, several hours before this report. The latest receiver acceptance across all fact kinds is **14:10:19 UTC**; that does not prove current response capture. Publication freshness was not independently established. There are 78 expected dispatches and 78 runtime admissions, with 74 child and four root lineage records, but only four runtime terminals and one recorded completed-turn usage observation. Those populations cannot be treated as complete usage coverage. The historic single-turn qualification remains separate from the response totals to avoid double counting.

For current dependency work, input, output and reasoning totals are unavailable. Two classifications have applied receipts, but the receiver lineage query still returns no matching invocation rows for either classified dispatch. This means **Unknown**, not zero usage or failed work. The LEARN owner retains the capture gap. The previous report used checkpoint evidence rather than this store-wide response query, so there is no compatible baseline for an efficiency improvement claim. Cost per accepted Delivery remains unmeasured even though useful delivery demonstrably occurred.

## Process problems we can fix

**Validation runtime is delaying integration.** Core’s original semantic job exhausted its time limit without an assertion failure before timeout. Its owner reused an already reviewed fail-fast mutant optimization and obtained a bounded local pass; the original broader engine run was still active at this cutoff. Root and the Core owner should finish that existing cohort and validate the repaired candidate, then release the same dependent owner. Local acceleration is demonstrated; an overall delivery-time saving is not yet measured. Reconsider the disposition if the new hosted run still exceeds its budget. Adding workers would not shorten the existing occupied CI slot.

**Some failing controls tested the wrong condition.** Game’s supposed over-limit fixture actually fit below the limit. SDD review found real production gaps and later a negative control that did not exercise the intended refusal. These findings justify the review and corrected controls; they do not justify removing assurance. The existing Game and SDD owners retain repairs on their current PRs. Closure requires the intended failure to be observed through the actual production path and the corresponding valid case to pass. This reduces the risk of spending integration time on misleading evidence; token savings remain unmeasured.

**Source success can conceal an unfinished user journey.** The provider/catalog parent was accepted only after its final consumer gate, whereas typed sync, Game and shared dependencies still owe publication or adoption. Root and release owners should continue using the existing parent acceptance, one coherent release and consumer readback. Registry reconciliation has a concrete closed disposition: the feed is green and future releases carry a mandatory post-publication completion gate. Reopen that finding if a later publication again leaves registry and feeds inconsistent.

**Planning records can lag active ownership.** Some issue bodies still describe no implementation or an old blocker while later PRs and recovery comments show active work. In-progress parent and Delivery cards also cannot be counted as workers. Root should reconcile these fields during the ordinary ownership loop, using the existing evidence rather than another reporting ledger. The archive owner must also retain the actual boundary: a candidate plan and repaired ranking are not an executed archive. Reconsider scheduling only after the guarded operation and readback establish the intended retention behavior.

## Blockers the current process cannot resolve

[Deferred physical and participant evidence](https://github.com/FS-GG/.github/issues/5148) still requires genuine hardware, physical input and real assistive-technology participants. Home/the hardware owner and participating users must supply these, or the accountable owner must explicitly retire the corresponding promises. No supported agent-only workaround establishes those assertions.

Current shared dependency waits, HighBar’s delivery adapter gap and SDD’s remaining qualification are internal prerequisites. More investigation or implementation may resolve them; this report does not reclassify them as external permission blockers. Other unchanged lanes have not been freshly audited for external access, so no new blanket claim of readiness is made.

## Priorities

1. **Finish shared source integration and coherent publication, then qualify actual consumers.** Root and the existing dependency owners should retain the final organization-wide freshness census.
2. **Complete SDD and Game through their original user journeys.** Keep substantive review repairs, release and consumer evidence together rather than closing on source alone.
3. **Join genuine classified dispatches to their actual usage.** The LEARN/telemetry owner should resolve the current forward-only capture gap during ordinary work; until then, keep routing benefit and tokens per Delivery explicitly unknown.

Evidence basis: linked native owners/PRs, the [telemetry operator reference](https://github.com/FS-GG/.github/blob/main/docs/reference/local-telemetry-store.md), and the [measurement contract](https://github.com/FS-GG/.github/blob/main/contracts/process-efficiency/README.md). Atlas record `platform/process-functional-acceptance-before-benefit` was retrieved and its cited roadmap digest verified. No new architecture decision was introduced; unresolved capture remains with the existing LEARN owner. Source hashes and detailed test evidence remain in the owning records. No product tests, telemetry mutation, archive execution or activation were performed for this report.
