Records programme progress at the fixed 2 November 2026, 14:37 UTC cutoff, including accepted source versus outstanding publication/adoption and the limits of measured telemetry. Earlier response totals are explicitly not today's dependency rollout cost.
Non-functional prose only: one timestamped report; older reports and the original cutoff are preserved. This uses the technical-writer lightweight prose route, with no new board item or managed development lane. No behavior, release requirement or governing policy changes.
Validation:
