The canonical producer and root now select listed FSharp.Core 10.1.403. This updates 54 active lock graphs and the standalone projection-control pin, while keeping the current coherent 0.114.4 source cut and published consumer pins distinct. Existing SDK library-pack exclusion is qualified with public-feed cold restores and positive/refusal controls.
The candidate joins current registry/release notes and captures the retired cold-runner/source-control boundary in Atlas. A blocking deadline-test listener now runs on a dedicated worker after paired Core 401/Core 403 controls reproduced shared-pool scheduling delays; production deadline and cancellation assertions remain unchanged.
Fixture boundaries: the HTTP test uses an ephemeral loopback listener and dedicated blocking worker, with a 150ms client allowance, 600ms server delay, 1s listener readiness and 2s operation/retirement bounds. Cold source controls use independent disk-backed NuGet stores and an empty local-only feed for refusal; no native provider or publication sandbox is entered.
Retained qualification on pre-rebase head
d0df7fae6129b12ec1a2b5aa11b7ab6ea4ca5e5f: 3,678 unit tests passed with zero failures/skips across Core, GitHub, CLI, Kernel, BoardOps, Lifecycle and SkillRegistry; 22 projection controls; compiled conversion contracts/readers/adapter/preflight/CLI controls; full skill-quality gate including all 60 rejection cases. Independent source review approved that head and final assembly656889f19efab27017bf6a023a7a1d384a03e0be. The complete 71-path binary patch is byte-identical after inheriting the two documentation files from main3cb060dd; current-head hosted CI remains required. Cold 54-project force/locked restores, Kit/sync fixtures and source positive/refusal controls passed; all first failures and paired scheduling diagnostics remain retained. Canonical publication to both feeds and downstream receiver acceptance remain under Delivery 5253 after source merge.Architecture map: this changes the compiler baseline and source metadata without changing repository boundaries, coherent-set axes or contract shape.
architecture-map: unaffected
The same PR composes the reviewed #5228 optimization after the original semantic workflow exceeded its ten-minute limit. Each mutant stops after its first witnessed rejection; the full unmutated baseline, zero-failure survivor suites, all 73 mutants and all 60 rejection cases remain. The workflow timeout and coverage are unchanged. The full modified fixture passed on exact

The source delta retains optimization attribution to reviewede85d319d. Delivery #5228 still requires ten consecutive successful hosted runs; source integration alone does not meet that promise.Refs #5253
