feat: focus Keyman after GNB Event Lineage names it next (v2.19.0)

Summary

Stacked on #264. A GNB-origin open keeps Event Lineage current and moves focus to Keyman so the named next action is landable.

• Weekly VOC, Calendar, Customer master, and Ask Agent opens focus the Keyman heading after Keyman rows settle (ADR 0076).
• A linked Event Lineage DAG walk from that popup keeps the same Keyman focus.
• Evaluation stays immediately under that Keyman block.
• A Board home-list open, including a home-list DAG walk, does not add that focus or copy.
• Report-member opens keep the later related-node and Ask auto-land chain.
• No TEPP theta is invented. No cited post, customer, week, or cutoff body is invented (ADR 0075 / ADR 0016).

Evidence

• Frontend: 122 passed (App + i18n + components, including the GNB Keyman-focus and report-member Ask-focus tests).
• Lint: oxlint clean.
• Synthetic fixtures only.

• Draft feat: expose authenticated Global Ask over MCP (v2.18.0) #265 (MCP v2.18.0) remains a sibling of feat: keep GNB Event Lineage focus on a linked DAG node (v2.17.0) #264 and must rebase if this lands first.
