Werner decided (2026-10-09, desk session) that the administrator's plain whr setup is the single setup run and initializes the workharbor account's base configuration, with whr setup host kept as a hidden alias. D61 records how it writes without root inside the account's home, which steps stay with the account's own run, and the residual risks that stay unverified until the clean-Mac run; T18 names the administrator run's step into the account's home. The administrator runs plain whr setup (D61); whr setup host is a hidden alias, the doctor names whr setup --only <step>, and a single administrator account runs whr setup, then whr setup --from config-dir. Opus review CLEAR at fcb5f46 after NOT CLEAR at 8b2e53e9 (wrong issue reference in D61 and interfaces.md, two Lows: stderr wording and a T18 clause), all fixed; reviewer compared every quoted command, check message and step list with the merged code (#529), ran Hugo with panicOnWarning, docscheck and commitlint.
