Implements the frontend-owned OPY directive and preprocessing scope from #29: mainFile, macro redeclaration policy, rule prefixes, translation state, optimizer/replacement state, and advanced rule annotations. Adds positive/negative/cross-file pinned-oracle fixtures, HIR state/provenance, and structured diagnostics. Locale availability, .po content, optimizer execution, and Workshop emission remain explicitly lowering-dependent; no locale/catalog data or workshop-rs dependency is introduced.\n\nAcceptance evidence: compatibility unittest suite, cargo fmt, clippy, and opy-frontend all-targets/all-features tests pass locally.\n\nFixes #29
