P1 Badge Pin CI to a published Node version

actions/setup-node defines node-version as a “Version Spec of the version to use in SemVer notation”, but Node's official release index contains no v24.22.1 release. Consequently, every push and pull-request run fails in this setup step before dependency installation or spellchecking; pin an available 24.x release (or use the 24 major selector) instead.
