Add "Use when" triggers to mimi-core skill descriptions - #10

Rewrite the check-beehive, mimi-world and write-readme descriptions in the third person with a "Use when" clause, so Claude can tell when to load each skill. Add a lint rule for unquoted descriptions containing ': ' or ' #', which break YAML frontmatter and which strict plugin validation does not report.
