fix(html): rebase an inlined chunk's license banner by its recorded URL - #23036
With output.html.inline, an inlined chunk's extractComments banner must name its license file as seen from the HTML page. Until now webpack found the banner by matching its default English wording, so a custom banner kept a path that is wrong from the page. minimizer-webpack-plugin 5.14.0 (already on main, webpack/minimizer-webpack-plugin#764) records the banner as licenseBanner: { comment, href } in the asset info. webpack now replaces href inside comment, so any wording is rebased. The default-wording match stays as the fallback for minimizers that record no licenseBanner, such as terser-webpack-plugin. Follows #22992.
Page custom/page.html, chunks in custom scripts/, banner: (file) => \Licenses are in ${file}``:
before: /*! Licenses are in custom scripts/main.js.LICENSE.txt */ (resolves to custom/custom scripts/…, missing)
after: /*! Licenses are in ../custom scripts/main.js.LICENSE.txt */
What kind of change does this PR introduce?
fix
Did you add tests for your changes?
Yes, three builds in test/configCases/html/inline-extract-comments: a custom banner (fails without the fix), a banner naming no file (left as written), and a minimizer recording no licenseBanner (the default-wording fallback).
Does this PR introduce a breaking change?
No.
If relevant, what needs to be documented once your changes are merged or what have you already documented?

Fixed license banners in inlined HTML when HTML minification is enabled, including banners that use custom formats.
License links are updated using banner information provided by the minimizer. Banners without a license link remain unchanged, preventing unintended modifications to their content.
Existing banner handling remains in place when the minimizer does not provide banner information.

Read Changed, test untouched first: the test is byte-identical on both sides, so webpack generated the difference. Changed, test edited moved partly because the test did — Test edit is how many bytes the test gained, and a bundle that grew by less is not a regression. New and Deleted are whole files, not deltas — a new asset was created, not grown, so it reads gray (⚪ added) — and adding tests cannot bury a real change. Gzip decides, because that is what users download; raw is the tiebreak, and brotli and zstd are per asset below.

Walkthrough
Inline license banner rebasing now uses minimizer-recorded metadata when available. Without metadata, the existing default-banner replacement remains. Tests cover custom banners, missing metadata, and banners without a license link.
Changes: Inline license banner rebasing
Layer / File(s)
Summary
Rebase inline license banners lib/html/HtmlGenerator.js, .changeset/044-html-inline-minify.md
rebaseLicenseBanner accepts recorded banner metadata. It updates the recorded comment’s href when present and retains the default-banner replacement when metadata is absent. The inline path passes asset.info.licenseBanner.
The test configuration adds custom banner cases and a case that removes banner metadata. Tests check custom and default banner patterns, additional license paths, and a banner without a license link.

minimizer-webpack-plugin 5.14.0 records the banner and the URL it names
the license file by as `licenseBanner` in the asset info, so custom
banners are rebased too; the default wording stays the fallback for
minimizers that record none.
Make the no-link banner exercise the undefined-href branch.
The current custom banner does not match HtmlGenerator’s fallback pattern. Therefore, missing licenseBanner metadata produces the same HTML and the test passes. Use custom text that matches the fallback wording but names no real license file. The fallback will rewrite it, while the metadata branch with href === undefined will preserve it.

Update the custom banner text in the no-link fixture and the matching assertion
in the “should leave a banner naming no license file as written” test to use the
fallback-pattern wording while naming a nonexistent license file. This ensures
the test distinguishes the undefined-href metadata branch, which must preserve
the banner, from fallback rewriting.
