Operator role is now introduced to access and configure actuators, but does not have full admin rights

@copilot , test test/test_models.py::test_classification_dog_overlapping fails but it is not related to this PR. Please, can you add a commit where you, instead of matching the bounding box, compute the IoU and make it such that IoU needs to be greater than a threshold (maybe 95%)

Done in commit where I replaced the exact bounding box assertion with compute_iou(classified_animals[0]["xyxy"], [554, 368, 1045, 616]) > 0.95, reusing the existing compute_iou helper already in the test file.
