chore: skip SDD check for styleguide - #1462

Adds the vtex.com/sdd-check-skip annotation to skip the Spec Kit (SDD) compliance check. Reason: The styleguide is a shared UI component library and doesn't require a Service Design Document. This component is deprecated and no longer under active development.
