Independent review: PASS+NOTES at CI run 36705145215 passes both literal Windows hosts, Ubuntu quality, isolation and installed packages. I downloaded both native artifact sets and logs, then independently checked 45 retained files per host: 12 recorded file hashes, all 11 uploaded Python binding source/stub files, unchanged canonical reference content and native byte hashes, seven-symbol independent agreement, authored rectangle agreement, installed interpreter provenance, browser/API/PDF evidence, and actual process-tree termination plus same-port restart/expired-404 receipts. Versions confirm PowerShell 5.1.26100.33438 and 7.6.6 on Windows Server 2025, Node 24.21.0 and Python 3.11.9. The fresh initializer archive defect is repaired and independently verified through real packing, extraction and CLI creation in a Unicode path. Local classifier, lint, root types, whitespace and numeric acceptance/rejection checks pass. The API assertion now uses the existing numerical policy with unchanged expected values. The reviewed diff has stable patch ID Current-head CI passes quality, isolation, installed packages and both native shells. Root separately downloaded the two native artifact sets. All 11 command groups have zero exit status in each host. Actual uploaded bindings are UTF8, BOM-free and LF-only, match their recorded hashes and are byte-identical across hosts. Canonical reference bytes remain unchanged before, after and in the external project copy. Execution retains source closure GitHub reports CLEAN/MERGEABLE with no review threads. Dependency-review, PR-title and all CodeQL analyses pass. The runner is Windows Server2025, with Desktop PowerShell5.1 and Core PowerShell7. Windows11 foreground Ctrl+C and human PDF inspection remain separate qualification steps. Normal protected merge is authorized for this exact head only. |

Windows users need maintained proof that installed packages and documented PowerShell commands work together. Add native Windows Server 2025 runs for PowerShell 5.1 and 7.
Scope
Verification
CI passed, including both native PowerShell hosts and all Ubuntu gates. Both downloaded qualifications record 11 successful command blocks, matching binding manifests, verified artifact hashes, independent reference agreement, released ports, same-port restart, and expired-run rejection. Local classifier, lint and TypeScript checks also passed.
Windows 11 foreground Ctrl+C and human PDF inspection remain pending. Hosted lifecycle evidence uses owned-tree taskkill.
