docs: prepare v0.1.0 internal release review

Purpose

Prepare the proposed first Midtrans CLI release for internal stakeholder review before any tag, public release workflow, or press announcement.

This PR does not create v0.1.0 and must not be treated as approval to publish it.

What changed

• adds RELEASE_NOTES_v0.1.0.md as the internal review packet
• records the proposed merchant and AI-agent scope across six product packs
• separates shipped scope from deferred distribution and production work
• records verification evidence, stakeholder decisions, release blockers, and the go-live sequence
• corrects README source-provenance documentation to cover canonical Markdown sources from every compiled product pack

Current release blockers

• controlled 18-run cross-agent campaign has not run; it must reach at least 17/18 passing with zero hard failures
• merged-main GitHub Actions run 30262508175 ended in startup_failure before any job
• Homebrew must either be operationalized with the approved tap/token or disabled for v0.1.0
• compatible Agent Skill release coordination and stakeholder approvals remain pending
