chore: bump selenium to 4.52.0 and Spring Boot to 4.1.2 [25.3] - #2387

Updates the dependency versions declared in `pom.xml` on `25.3`. | property | from | to | policy | |---|---|---|---| | `selenium.version` | 4.51.0 | **4.52.0** | newest stable on the 4.x line | | `spring.boot.version` | 4.1.1 | **4.1.2** | newest stable patch on the 4.1 line | Selenium may cross a minor, because Selenium ships a new minor for every release and treats them as ordinary updates. It never crosses a major.
