feat: Catalia report analysis

Purpose

• Switching from DDB to RDS on status table to perform analysis + reporting
• Added documentation for handover

Proposed Changes

• [ADD] Aurora V2 (to be replaced with MAAP's RDS). Status DB class switch from DDB to RDS. Aurora V2 Terraform infra + update Terraform to add Aurora V2 config

Issues

• DDB is tedious to perform analysis w/o exporting to another format.
