This moves the project version and all 17 cvcpkg recipes from 3.7.1 to 3.7.2, as #836 did for 3.7.1. Every recipe is already at cvc_revision: 1, so none restarts. This keeps the "recipes match CMakeLists version" check in step.

Merge after #869, which is the reason for the release: the dynamic plants on the terrain and in a Jolt world, plus the four-wheel plant (--plant dynamic4w). After both merge, tag v3.7.2 on master. That starts publish-cvcgl-wasm, publish-pycvc-gl-wasm, publish-cvcpkg and release. The hosted demo3 builds against the wasm-mt cvc/libcvc and cvc/cvcgl that publish-cvcgl-wasm publishes.

Also in 3.7.2, from master since v3.7.1:

• dyn_4w's pH form (nav: dyn_4w is port-Hamiltonian at every slip, with per-step energy books #850)

• pycvc drive telemetry (pycvc: sim_world's drive telemetry, with the tick's books against U_nav #857) and keep-alives (pycvc: evaluator.stats(), evaluator_state.stats and process.state keep their owner alive #864)
• the macOS SDK's openssl (release: ship cvcpkg's openssl in the macOS SDKs (cvc::state device keys link libcrypto) #846)
• the state_exec scheduler and evaluator work (state_exec: scheduler core for single-thread use (run queue, timers, waits, caches) #842, state_exec async: persistent background pool, cheaper async calls, concurrent compute fan-outs #843, state_exec: faster evaluator hot path (single thread) #844, state_exec: the default async step rate is 8000, re-measured after the evaluator speedup #861, state_exec: exec_coordinator::start() announces its election without its leader lock #863)
