Bump libcvc to 3.7.0 for a release (Joe, 2026-10-19: "cut a libcvc release after #717 merges").

Same shape as #645 (3.6.0): the root CMakeLists.txt VERSION and upstream_version in all 16 family recipes under cvcpkg/recipes/ (libcvc, libcvc-cuda, cvcgl, cvcgl-cuda, cvcgl-examples, cvc-cli, cvc-cli-cuda, pycvc-cp311/312/313 and -cp311-cuda, pycvc-gl-cp311/312/313 and -cp311-cuda, ari).

After this merges, the v3.7.0 tag on its merge commit runs release.yml (the GitHub release archives) and publish-cvcpkg.yml (the family on cvcpkg.org).

What 3.7.0 carries since 3.6.0, among others:

• P8a and P8b, the differentiable dynamic vehicle and training through it (nav: dyn_bike_step, a differentiable dynamic single-track vehicle (P8a) #714, nav: train through the dynamic vehicle, with checkpoint selection on Jolt reach (P8b) #717).
• P9: planning with the plant vehicle's limits (nav: plan with the plant vehicle's own limits and size; choose the plant by name (P9) #707), vehicle-aware routes (nav: plan_vehicle_route, routes a vehicle with a turning circle can drive (P9 R1) #704), and route_follower with nav_finale driving them on a plant (nav: route_follower drives vehicle routes; nav_finale uses them on a plant (P9 R2/R3) #713).
• Ariadne: the FTXUI and tvision terminal backends, ari, and the wasm-mt SDK (ariadne: interactive FTXUI terminal backend, ari runner, on_signal hook #708 through cvcGL: a 3D scene in the terminal — TerminalScene over the terminal backends #712, wasm-mt SDK: the real Ariadne .ari loader and FTXUI backend, not stubs #716).
• The assimp Windows z.lib fix (cmake: also rewrite assimp's stale windows z.lib to ZLIB::ZLIB #715).

cvcdbg is waiting on #704 and the diff-rollout headers through cvcpkg.
