Summary

• PM-6012: show public Active challenges in any current phase, retain all challenge-resource memberships in My competitions, and keep Registered badges Submitter-only
• PM-6070: generate direct-open Copilots URLs on the dedicated Copilots host
• PM-6080: merge challenge tags and skills consistently on review cards and details
• PM-6085: use the exact designed learning-resource labels and URLs
• PM-6086: bold the required design submission filenames
• PM-6089: keep policy, FAQ, and screening links and punctuation inline
• PM-6095: make report attachments optional and use valid upload ownership IDs
• PM-6096: align the challenge terms modal spacing and typography with the QA reference

PM-6012 uses the new Challenge API search filter in topcoder-platform/challenge-api-v6#159.

Validation
