No framework code changes - version bump carries the skills release at parity across all four frameworks. Skills: content list + degrees-of-freedom legend on every skill, new tina4-cli skill, tina4-maintainer checklists (PR/release/signing/parity-sweep), tina4-design split into references. No framework code changes - version bump carries the skills release at parity across all four frameworks. CI verifies the suite; tag after green.
