Root cause: every failed matrix job in run 34006412119 finished generation with Errors: 0 and then died in the public API baseline sync: Merge-PublicApiBaselineSnapshot.ps1:30 — You cannot call a method on a null-valued expression (issue #4608). The run started at 02:24 UTC; the fix, #4609, merged at 06:23 UTC. Per-tool regenerations dispatched since then have completed and their PRs merged (choco #4613, mvn #4669, gradle #4682, shellcheck #4674, flux #4650), so the sync path is healthy again. Leaving this open as instructed until the next scheduled run (Sunday 02:00 UTC) succeeds; no manual full dispatch is needed.

Diagnosis of run 34006412119 (head e6a2c52ad6, created 02:24Z), by failed step:

• Synchronize generated public API baselines (35 tools, both OS matrices): Merge-PublicApiBaselineSnapshot.ps1:30 threw You cannot call a method on a null-valued expression after Wrote 0 confirmed public API removals. That is Handle empty public API baseline snapshots #4608, fixed by Handle empty public API baseline snapshots #4609 (merged 06:23Z, after this run started). Nothing further to do; the next scheduled run picks up the fix.
• Run Generator for terraform: terraform panicked on terraform stacks deployment-group show help, so the command was dropped and reported as a removal while the version stayed v1.16.1. Same phantom-removal class as Generator: report exhausted help timeouts instead of phantom removed commands #4667, triggered by a crash rather than a timeout; worth folding into that fix (treat a non-zero help exit as unavailable, not absent).
• Run Generator for podman: real version regression on the runner (apt podman 4.9.3 vs the snapshot's 5.8.4, 239 vs 255 commands). Filed Generation resolves apt podman 4.9.3 and reports the 5.8.4 command set as removed #4690.
• Run Generator for pnpm: corepack prepare pnpm@latest now resolves pnpm 12.3.4, whose clap-style help the scraper cannot parse. Filed PnpmCliScraper cannot parse pnpm 12 clap-style help (sbom positional operands, audit AuditLevel) #4691.
• Build solution to verify changes for cargo: regenerated CargoAddOptions no longer matches the hand-written CargoOptionsTests. Filed Regenerated CargoAddOptions breaks CargoOptionsTests so the cargo update cannot be opened #4692.
• gcloud, aws, az were cancelled with the run.

Queue progress: manual all-tool generation 35509320628 completed 45 of 47 tool jobs successfully; gcloud and kubectl failed only in handwritten test constructor compilation. Reviewed and merged 35 healthy generated refreshes. Ten successful snapshots were closed for confirmed generator defects and linked to source fixes; those plus gcloud/kubectl need fresh generation after prerequisites land. CodeQL blocker #4800 is fixed by merged #5221. Combined test prerequisite #5247 is now in full CI; seven scraper/generator fixes build together and pass 445 focused tests. This tracker remains open as requested until an actual scheduled run succeeds; the workflow currently schedules the first day of each month at 02:00 UTC.

Go source fix #5252 and Cargo repetition fix #5251 are now merged; #5249 is closed. Remaining source fixes have clear reviews, but five PRs hit a shared test-host IPC startup failure in full Linux CI. #5263 tracks it and #5264 applies the existing CPU-bound limit consistently to test runners; focused validation and review pass, with full CI pending. After the remaining source/test prerequisites merge, run fresh all-tool generation from latest main and validate the replacements. The separate scheduled-run acceptance remains outstanding.

Current manual-refresh status: all previously open automated snapshots have been reviewed, accepted, or replaced through generator fixes. In this maintenance pass, 15 PRs have merged, including the final Google grouping prerequisite #5331 (3,310 generator tests, clear review, CodeQL passed). Fresh gcloud generation is running from main f78c1ab at https://github.com/thomhurst/ModularPipelines/actions/runs/35617161468. Its generated output and prepared handwritten runtime tests still require acceptance. A separate Snyk enum-factory follow-up remains tracked in #5009 / #5330.

This tracker stays open: manual generation cannot satisfy its explicit acceptance criterion. The next configured scheduled run is October 1 at 02:00 UTC; an actual scheduled success is still required.
