Move the V2 controller files into PCB/v2.x/snips - #106

V2 now has two boards, so each gets its own folder: the controller in PCB/v2.x/snips and the XBee carrier in PCB/v2.x/xbee-carrier. Update the paths in CI, the docs, the latch simulation and CLAUDE.md, and resync the board so its Stackup Source fields name the new location. No design or production content changes.
