Assign owns the queue. No LLM. Ship does not merge. Look does not lie.

- Spec + agent prompt + README table are consistent with the locked constraints and acceptance list.
- No code paths touched, so no conflicts with AssignTest, board lifecycle rules, or existing chair handling.
- AGENT_PROMPT correctly scopes the three seats without touching Feel/Bench or visual_ok success strings.
- Acceptance bullets map 1:1 to the Do / Do-not sections; no gaps or contradictions with the SPEC body.
