Comment-triggered RC publishes fail with ENEEDAUTH even though the same workflow publishes successfully over trusted publishing when triggered by a push. npm only reports why it rejected an OIDC token exchange at verbose log level, so turn that on to see the reason. RC publishes have failed with ENEEDAUTH/E404 since moving to trusted
publishing, and npm only reports the reason for a rejected OIDC token
exchange at verbose log level.
Add verbose logging to try to find the exact reason.
The "publish rc" comment workflow only runs on the
