ci: build the base images on GitHub-hosted runners - #13

The image builds use ubuntu-24.04 for amd64 and ubuntu-24.04-arm for arm64 again, and the merge job uses ubuntu-24.04. At this time, no runplane runner starts the jobs of this repository. Thus each image build stayed in the queue, and GHCR has no images with rustup. Each build runs on a runner of its own architecture, thus the workflow does not need QEMU.

A push to main now builds the base images and pushes them to GHCR. Before this change, the image builds used
runs-on: runplane. At this time, norunplanerunner starts the jobs of this repository, thus each build stayed in the queue. As a result, the published images do not contain the rustup install from #10.The amd64 builds use
ubuntu-24.04and the arm64 builds use theubuntu-24.04-armrunners of GitHub. Each build runs on a runner of its own architecture, thus the workflow does not need QEMU.The workflow file is in the paths of the push trigger. Thus, when you merge this change, the push starts a build that publishes the images with rustup.
