ci: run the release and kernel jobs on GitHub-hosted runners - #12

The release jobs and the kernel builds use ubuntu-latest and ubuntu-24.04 again. At this time, no runplane runner starts the jobs of this repository. Thus a pushed tag made a release run that stayed in the queue. The jobs of ci.yml and images.yml stay on runplane.

A pushed tag now makes the GitHub release on GitHub-hosted runners. Before this change, the release jobs and the kernel builds used
runs-on: runplane. At this time, norunplanerunner starts the jobs of this repository. Thus the release run stayed in the queue and did not make the release.kernel.ymlalso usesubuntu-24.04for its push and pull request triggers, because the release calls the same job. The jobs ofci.ymlandimages.ymlstay onrunplane.
