taracode 3.3.0: the release PR

taraengine v0.3.0 is out, so this PR carries what the 3.3.0 spec's release PR carries, and the four items three
specs parked for it.

Code

• go.mod on taraengine v0.3.0 (its pkg/api gained only the starting health value).
• A session and an eval run wait for an engine that is still starting, printing its steps; doctor reports one
  without waiting; nothing answering the first call stays the unreachable error at once.
• A tool call that the output limit cut is sent back to the model as a cut call, once per turn.
• The start and install hints name taraengine service start, the cask and install.sh.
• The board's lines name the server next to the model, its counts count models, and a run whose engine measured
  the memory says so.

Texts

• README engine-first (Ollama named once, as the server of the published board), the installer's next steps, the
  cask caveats and package descriptions, the roadmap's v3.3 entry, the evals reference, the contributor setup and
  the security policy.
• The changelog's lines; its heading gets the date at the merge.

Test plan

• go test -race ./... (24 packages), lint, vet, the coverage gate, every changed function at 100%
• scripts/engine-ci.sh against v0.3.0 in a Linux container
• make snapshot renders the cask with the new caveats; bash scripts/test-install.sh
• A session against an engine fetching its runtime prints the steps and connects (this Mac)
• glm-4.7-flash on the lab with a tiny num_predict: the cut call is recognized, the model is nudged once, a second cut ends the turn in the Tool Call Cut Off box; the secrets-repo-sweep task passes at the normal cap
• CI green on the PR, the Engine job included
